Jerusalem sage (Phlomis fruticosa), also commonly known as Judean lampwick, is a flowering plant native to a number of Mediterranian countries. It has grey-green, aromatic, sage-like leaves which, though not commonly used as a culinary herb, is edible and can be used fresh or dry similarly to sage. The plant has been naturalized to the United States and I found this in a coastal town in Central California. The unusual whorls of the flowers and the very fine hairs on the leaves and stem, quite apparent in this photo because of the back-lighting, caught my eye. It's actually a small shrub - in fact, fruticosa means shrubby - and can grow up to 3 feet tall. It attracts butterflies and hummingbirds and is quite hardy - drought-tolerant, hardy to about 23 degrees F, and sun loving - so it's a nice addition to herb, vegetable and flower gardens alike.
